The TOSHIBA Manuals program is included with various Toshiba factory installed models and is just a set of interactive/online manuals to assist users with using their new PC and various included applications and utilities that come with the PC.
Overview
It is typically pre-installed with most new Toshiba computers. The most common release is 10.10, with over 98% of all installations currently using this version. During setup, the program creates a startup registration point in Windows in order to automatically start when any user boots the PC. A scheduled task is added to Windows Task Scheduler in order to launch the program at various scheduled times (the schedule varies depending on the version). The primary executable is named TREXLauncher.exe. The setup package generally installs about 3 files and is usually about 129.06 MB (135,333,586 bytes).

How do I remove TOSHIBA Manuals?
